Gateway to Seabrook’s Waterfront
a Vibrant Blend of Retail, Recreation, and Relaxation
The Mixed Use/Lakefront District encompasses NASA Pkwy, west of the SH 146 intersection, and is ideally suited for mixed-use developments that combine commercial, marine, and waterfront activities. This district is designed to attract tourism through its Waterfront Activity (WAD) zoning, which supports restaurants, retail shops, recreational services, and hotels. As a key entry corridor, the district aims to reflect Seabrook's vibrant community character with enhanced landscaping, improved pedestrian facilities, and better connectivity. Future developments will focus on higher-density retail and residential projects, creating a welcoming and dynamic environment that encourages visitors to explore and enjoy the area.

NEW: As of February 2025, this development has changed directions with its team and is still pursuing a similar development with other partners. The negotiations between the City of Seabrook and the Seabrook Economic Development Corporation are pending, given the possible changes to the Planned Unit Development, the active 380 Agreement, and the EDC Incentive Agreement. Plaza One is a Planned Unit Development (PUD) set to feature the 170-room, 10,000-square-foot event center, a 76-unit residential tower, and 20,000 square feet of waterfront dining. This mixed-use development aligns with Seabrook's Comprehensive Master Plan, promoting sustainable growth and enhancing the city's appeal as a premier destination. The Residences at Highland
The Residences at Highland Planned Unit Development (PUD) was prepared on behalf of Highland Resources, pursuant to Appendix A, Article 4, Section 4.10, Planned Unit Developments in the Seabrook Code of Ordinances. The purpose of the PUD is to encourage flexibility in the use and development of land to promote the most appropriate uses, to provide a high level of amenities to preserve the quality of the natural environment, and to provide flexibility in the development of land subject to the development standards coordinated with the necessary public services and facilities.
The Residences at Highland PUD is located in the southern part of Seabrook, adjacent to the City limits, and is located south of Nasa Road 1/East Nasa Parkway, east of Bayou View Drive, north of Clear Lake, and west of Repsdorph Road.
