2021 City Council

ORDINANCES


Ordinance 2021-10 City Council Meeting Start Time
By unanimous decision, the City Council approved Ordinance 2021-10 to change the start time for regular City Council meetings from 7:00pm to 6:00pm, on the first and third Tuesdays of the month.


City of Seabrook Noise Ordinance
By consensus, the City Council directed staff to bring an amendment to the noise ordinance for Council’s consideration to 1) change the definition of daytime to 9:00pm; 2) distinguish between weekdays and weekends for start and stop times; 2) change the maximum decimal level allowed; 3) add an amplification permit requirement; and 4) determine if the Special Event permitting requirements need to be included with the noise ordinance 


OTHER ITEMS


Joint Participation Agreement with Harris County
By unanimous vote, the City Council approved a Joint Participation Agreement between the City of Seabrook and Harris County for drainage facilities project in Baybrook and Seascape Subdivisions as part of the 2018 Harris County and Harris County Flood Control District Bond Program.   

Bay Area Houston Convention and Visitors Bureau (BAHCVB)
The City Council unanimously approved the appointment of Councilmember Mike Giangrosso as an additional city liaison and Julie Harman Howell as the tourism partner liaison to the BAHCVB Board of Directors.   

Declaration of Disaster COVID-19
Council unanimously approved the termination of the City of Seabrook COVID-19 Declaration of Disaster.    


Employee Benefits
By unanimous vote the City Council approved the renewal of the Employee Medical Insurance Plan with BlueCross BlueShield of Texas, the Employee Dental Plan with Aetna, and the Employee Vision Plan with Superior Vision for the plan year beginning August 1, 2021.   City staff was able to negotiate competitive rates for all three plans which allowed for no increase in premiums from the previous year’s costs.  Council also unanimously approved the renewal of the Life Insurance, Accidental Death & Dismemberment and Long Term Disability Plan with Symetra for the plan year beginning August 1, 2021, at a 5% decrease in cost from the previous year’s plan. 


Mayor Pro Tem
City Council members nominated and approved the appointment of Councilmember Position 5, Walter A. “Buddy” Hammann, III as the Mayor Pro Tem for a one year term for 2021/2022. 


Council Liaison Appointments
The City Council unanimously approved the selection/appointment of Council Members as members of / representatives/liaisons to various boards and organizations as outlined in the linked table.


Hotel Occupancy Tax Sponsorships
By consensus the City Council directed LeaAnn Petersen, Director of Community & Visitor Relations, to revise the HOT Sponsorship and Funding Procedures to simplify the ability for event holders to submit requests for payment of the last 25% of the allocated funding provided by the City.  Ms. Petersen had reported to Council that event holders had been expressing concerns with the process for submitting invoicing and proof of how funds were spent; therefore, the City, to date, has not been able to issue the last 25% of the allocated funding to any of the event holders.  Ms. Petersen commented that Seabrook’s procedures are based on other area cities' procedures; however, the process is taxing on both staff and event-holders.  City Council agreed that the event holders need to be held accountable for using the money as required by the state statute and at the same time not be burdened by an overly complex mechanism after the event takes place.


UPDATES


City Manager Update
Gayle Cook, City Manager, gave Council updates on the SH 146 Expansion Project, City of Seabrook CIP Projects, City of Seabrook Grant Administration, and COVID-related issues.


FUTURE MEETING DATES AND AGENDA ITEMS


A special joint City Council / Economic Development Corporation / Planning & Zoning Commission meeting will be held in person on Thursday, June 24, 2021, at 6:00 pm.
 
A special City Council Strategic Planning session will be held on Friday, June 25, 2021, at 8:00 am.
 
The next regular City Council meeting will be held in person on Tuesday, July 6, 2021, at 6:00 pm.
 
Special Workshop Sessions will be held on July 28 and July 29, 2021, at 6:00 p.m.
