The City Council conducted a Public Hearing on a Request for an amendment to Appendix A, "Comprehensive Zoning", Article 3, "Establishment of Zoning Districts and Associated Regulations", by adding supplementary provisions for fencing by revising Sections 3.03.13 ("R-1"), 3.04.11 ("R-2"), 3.05.11 ("R-3"), 3.06.13 ("C-1"), 3.07.13 ("C-2"), 3.09.12 ("146-S"), 3.10.13 ("WAD"), 3.11.10 ("MMU"), 3.12.03 (H) ("OS"), and 3.13.13 ("MH"), all under the subtitle "Supplementary Regulations" to such sections, to create prohibition of the use of Hazardous Materials for fencing construction; to include, but not limited to Barbed Wire, Concertina Wire, Razor Wire, Electrically Charged Wire, and/or the use of Glass or other Sharp Objects or Dangerous Structures or Objects.

Ordinance 2021-04 Feeding of Wildlife and Nuisance Animals Prohibited
Council approved Ordinance 2021-04 by unanimous vote on second reading to prohibit the unnatural feeding of wildlife to eliminate the nuisance of overabundant and highly concentrated populations of wildlife and feral animals throughout the city and within city parks that are a danger to the wildlife and public at large which is in the best interest of the health, safety and welfare of the community and wildlife populations.
Ordinance 2021-09 Gas Service Station/Convenience Store at 1304 Bayport Blvd
Council unanimously approved, on first reading, Ordinance 2021-09, as written, to allow for a Conditional Use Permit for a Gas Service Station/Convenience Store at 1304 Bayport Blvd.
Ordinance 2021-10 Hazardous Materials in Fencing Construction
By consensus, the City Council asked staff to take this request back to the Planning & Zoning Commission to further discuss options for materials in fencing construction for commercial and for larger lot residential.
Resolution 2021-07 Opposition to HB 1869
The City Council unanimously approved Resolution 2021-07 to oppose HB 1869, which mandates that all debt be adopted by election and included in the M&O rate, which will reduce the city’s ability to fund and execute projects that are time-sensitive and of public safety necessity.
The City Council received an update on the hiring of a noise engineer to perform a noise study, and by consensus advised the City Manager to interview and hire the best value engineer at an estimated cost of $11,000.00.
Ground Flagpole Sleeves along Main Street
Councilmember Joe Machol made a request for Council to consider the purchase and installation of permanent flagpole sleeves along Main Street in order to erect American flags and other flags for appropriate holidays and events. By unanimous vote, the City Council approved the purchase and installation of 20 sleeves, with a budget of $2500.00

A regular City Council meeting will be held by teleconference on Tuesday, May 4, 2021, at 7 p.m. Beginning in May, Seabrook Public Meetings will be held in person at Seabrook City Hall, 1700 1st Street, Seabrook, TX.
